A Staten Island man was arrested Friday for the cold-blooded beating of an off-duty firefighter earlier this month, police said.

Raheem Turner, 20, was charged with felony assault for the Staten Island Ferry attack that put firefighter Matthew Dugan, 34, in critical condition Sept. 7, cops said.

Dugan, who is assigned to Ladder 15 near the South Street Seaport, was attacked as he and his girlfriend, Sandy Wong, 39, were walking in the Whitehall terminal to catch a 1:30 a.m. ferry to Staten Island, police said.

Doctors put Dugan in a medically induced coma after two operations to reduce the pressure on his brain, but he is now in stable condition at New York Downtown Hospital.
