Allows any retired firefighter of the New York city fire department pension fund or any retired firefighter of the New York state and local police and fire retirement system, after January 1, 2003, to attain a position in teaching service, the department of state, office of fire prevention and control or licensed practical nurse or registered nurse and earn an unrestricted income provided such person waives any right to earn a pension credit during the term of his or her subsequent public service.

Authorizes the boards of trustees for the state university of New York and the city university of New York to promulgate regulations regarding tuition waivers for up to two courses per semester/quarter for students in baccalaureate or higher degree programs at the state university of New York or city university of New York who are officers or members of the New York city police or fire department.

Taylor Law Reform Legislation

Provides that where there are improper employer practices the last offer of the duly recognized employee representative shall become the agreement between parties (A5574 Abbate; S4201 Robach).

Relates to strikes by public employees and permits them to strike a public employer after the collective negotiation process has been exhausted (A5575 Abbate; S2401 Kruger).

Provides arbitration procedure for violation of fair employment act (A5576 Abbate; S2256 Velella).

Repeals provisions mandating payroll deductions from public employees who engage in prohibited conduct (A5577 Abbate; S2399 Velella).

Provides employee organizations filing improper practice charge of failure to negotiate in good faith with a right to and expedited determination by PERB (A5917 Abbate; S4198 Robach).

Allows the public employment relations board to assess exemplary damages upon a finding that a party has committed repeated improper practices or an egregious act (A5921 Abbate)

Clarifies that the prohibition against strike activity and in the imposition of penalties for violations thereof are exclusively labor relations matters for PERB (A5922 Abbate).

Simplifies and broadens the grounds upon which injunctive relief can be granted (A6801 Abbate).
