Contract
The City continues to refuse to deviate from its position re the DC-37 pattern. The Battalion Delegates met June 3rd at the UFA to discuss many details of the matter. The next contract negotiation session with the City is scheduled for June 22nd at OLR.

Great Job on the Rally FDNY!
The members of the FDNY demonstrated their professionalism while making a powerful joint statement with the police and teachers' unions for fair wages. The people of New York heard you, as evidenced on the covers of the major newspapers, and on TV and radio. The great pride and respect you collectively demonstrated truly exemplified what being a role model is all about. You turned out in record numbers with your wives and children, sacrificing your hard-earned day off with your families to attend the rally. Please personally thank your families for us. This rally was just the first step. The PBA, UFA & UFT leaders will meet again next week to map out a continuous awareness program. Your support is what makes it work! DELEGATES and SENIOR FIREFIGHTERS did a great job! The Executive Board and membership thank you for your leadership--which is THE reason everything went so well. Let's keep it up by telling everyone you know to dial 311 -- and tell the operator that NYC firefighters deserve fair pay! (Also, ask for a report number to insure your message is recorded)

Incident Command to Be Addressed at City Council Hearing
The Bloomberg administration's recently released incident command protocols compromise public safety and firefighters' safety--and are unacceptable. President Steve Cassidy has waged a media campaign (TV, radio & print) to inform the public that these new protocols compromise their safety. The Mayor's recent public comments at FDNY Medal Day and probie graduation completely contradict his newly released incident command protocol as they are currently written. The Mayor's statements reaffirming that firefighters are responsible for all life safety and that this takes precedent over everything else is encouraging. Steve will continue to highlight these issues when he testifies before the city Council on June 15th. The FDNY's lack of leadership on this issue should be a cause of major concern for all firefighters.

Political Action Committee (PAC) Appointees
As requested in prior 65-2s, most battalions have not yet selected or submitted to Legislative Chairman/VP Jim Slevin a member of their respective battalions to manage and coordinate battalion political activities in accordance with the UFA constitution. A primary responsibility of this position is to produce bodies for various political activities as needed. For most events requests will be for a few persons per battalion. This will allow rotation of assignment and more equitable distribution of the responsibility among each battalion's members. It is imperative that the UFA have one responsible PAC person assigned per battalion for the UFA to be effective in the upcoming political season. Effective immediately, in battalions where no PAC person has been selected, the Battalion Delegate of those battalions will be assigned.

New Delegate Manual Binders
A New Delegate Manual overview handout and an (empty) binder were distributed at the June 10 union meeting for Delegates to build a new manual, chapter-by-chapter, as they are released. Delegates should still use their old manual for topics that are not yet released in the new format, and should not insert the new chapters into the manual. Delegates who have not received the New Delegate Manual Package, which was distributed at the Delegate Seminar, and the second package, which was distributed at the June 10 union meeting, should contact Recording Secretary Joe Miccio's office to have them mailed to you.

NYC & NYS Legislative Reference Guides for Delegate Manual
In preparation for upcoming political initiatives, each Delegate received copies of the NYS Legislative Reference Guide and also the NYC Council Guide. This is a new chapter of the new Delegate Manual. Each Guide contains all contact info for elected officials (both state and federal), their photos, communities they cover, Committees and Committee Chairs. Delegates should place entire contents into the New Delegate Manual Binder, along with the new sections distributed at the seminar, so members have easy access to elected officials, as needed, when asked to make contact regarding important UFA activities.

New SBF Chapter of the Delegate Manual on UFA Website
Effective immediately, the SBF Chapter will be available to search and read in the SBF section of the UFA website. This chapter will also be emailed to all Company Delegates who have provided the UFA with their email addresses so they will have it available electronically as needed. Additional conversions of the UFA Delegate Manual will be made more readily available via electronic means in the future. Newly Discovered WTC Respiratory Problems?
Sullivan, Papain, Block, McGrath & Cannavo, P.C. is presently representing firefighters who did not apply to the 9/11 Victims' Compensation Fund and who have recently developed symptoms of, and/or been diagnosed with, a respiratory condition due to the failure of the City of New York to provide them with proper respiratory equipment during the rescue and recovery operations at the World Trade Center Disaster Site. If you are one of these firefighters, you may be eligible to bring a lawsuit for injuries caused by the latent effects of your exposure to toxic substances at Ground Zero. Sullivan, Papain, Block, McGrath & Cannavo, P.C. is available to investigate your claim, and, if meritorious, to prosecute a lawsuit on your behalf. Any such lawsuit against the City first requires serving a Notice of Claim within 90 days of "discovery of the injury" by the firefighter or of "the date when through the exercise of reasonable diligence the injury should have been discovered, whichever is earlier," and then starting a lawsuit within 1 year and 90 days of "discovery of the injury" by the firefighter or of "the date when through the exercise of reasonable diligence the injury should have been discovered, whichever is earlier." If you believe you may have such a claim, it is urgent that you contact an attorney immediately, about your rights.

Charity Ride to Benefit Friends of Lauren Leeber Fund
Lauren is the five year old daughter of FF Victor Leeber, E69/L28 in Harlem. Lauren contracted a rare and often fatal form of bacterial meningitis. She has had her right hand and both her legs amputated as a result of her illness. There will be a charity ride to benefit the Lauren Leeber Fund on July 25th, Red Apple Rest., Rte 17 N. Blood Drive
On Friday, June 25, 2004, New York City Firefighters from Putnam and Northern Westchester are hosting a Blood Drive to take place at the Daniel O'Brian V.F.W Hall located at Gleneida Ave (Rt.52), Carmel, N.Y (between Georges Restaurant & Drew Methodist Church), from 2:30 till 8pm. Food and refreshments. Because of summer vacation the blood supply is low and demand is high. All who can, are encouraged to give. Walk-ins are welcome. Collecting Used Hoods for Troops in Iraq
FF Rich Napolitano, E-294, is collecting used hoods for distribution to troops in Iraq. Hoods protect against sandstorms and schrapnel burns. All used hoods are washed, packaged and sent over to troops. To date approximately 200 hoods have gone over. All mailing costs have been picked up by Rich. Send hoods to E294 c/o Rich Napolitano. Vinny Fowler One-Pitch Tournament Date Change
The tournament has been changed from June 26th to Saturday, July 10th at Wards Island, NYC. Softball games begin at 9:30, family picnic begins at 1:00, Harry Ford Home Run Derby begins at 3:00.
