Union Issues


1. 3/4 Disability Bill Update
BILL NUMBER: SB 7105, SPONSOR: Senator Martin Golden, TITLE OF BILL: An act to amend the retirement and social security law, in relation to disability benefits for certain members of the New York City Fire Department Pension Fund or the New York City Employees' Retirement System. We anticipate passage of this bill in the current Albany Legislative session. UFA President Steve Cassidy updated the membership on the current status of this Bill.

2. IAFF Legislative Conference
The 2016 IAFF Legislative Conference, was held on April 4-6, during which a primary piece of Legislation being addressed is a National cancer registry for all professional Firefighters. The UFA along with UFOA, and many NYS local Fire departments met with members of the NY delegation including NYS Senator Chuck Schumer. UFA Vice-President Jim Slevin updated the membership.

3. UFA 2016 Parking Placard
Reminder: Return Your Placard # List to UFA: Delegates must record placard number assignments and fax, the provided company member list to the Recording Secretary's office, ATTN: LeRoy McGinnis at 212-683-4359 ASAP, noting the placard permit #s given to each member, and company roster changes. Delegates must keep a copy for records.

4. Political Action
The UFA Executive Board would like to thank all those members who turned out to vote on April 19th and those who volunteered to help in the Chris McGrath campaign in Nassau County. Senate leader John Flanagan expressed his gratitude to the UFA during the primary. Turnout in the fall elections will be vital. Pay attention to upcoming 65-2's for more information. 2016 Lobby Day TBD.

5. Professional vs Volunteers
This past week, the city of Port Chester terminated its entire paid department, this follows recent layoffs in Garden City and the threat of going all volunteer in the City of Long Beach. UFA Vice President Jim Slevin updated the membership.

6. Volunteering in Paid FD? UFA & IAFF Constitution Violation
Article XVI, Section 3 of the UFA Constitution, as well as the IAFF Constitution, prohibit volunteering as a Firefighter in a paid fire department. Members who do this jeopardize other professional firefighters' careers and livelihoods. If the UFA receives a report of a member that is in violation of these provisions, as required, proceedings will begin to address the allegation. If confirmed, the offending member may be declared "a member not in good standing" as well as have his or her name listed in the UFA FireLines publication, which is circulated to all 20,000 active and retired members.

7. SBF/RSBF Benefits Improvements
The UFA Executive Board approved benefit increases to both active & retired members' optical and hearing aid plans. We expect the benefits to start No Later than July 1st. Additional information will be available at the June meeting.

8. UFA Fire Marshal Representative Election
Candidate Petitions (original signatures only) are due at the UFA office by 5pm on Friday, June 3rd. The Candidate Nomination Meeting will take place during the June 9th Union meeting at the Hilton New York JFK Hotel. Candidates who submit verified signature petitions must be nominated by an active Fire Marshal from the floor at the June 9th Union Meeting. Any Fire Marshal interested in seeking election, must contact the Recording Secretary LeRoy McGinnis at 212-545-6973. The mailing dates for Ballots will be announced on an upcoming 65-2. The FM Rep elected will take office effective August 1, 2016 for a 3-year term.

9. UFA Financial Statement
UFA Treasurer Edward Brown reports that the UFA Financial Statement was mailed to all Firehouses and Delegate home addresses, as per the UFA constitution. Ed updated the membership..

10. Delegate Education Seminar Concludes
The entire UFA Executive Board thanks each and every Delegate or Alternate who sacrificed their valuable time and made the effort to participate this week. It is our objective that the comprehensive training received during the seminar will be of great assistance when helping your members and their families regarding the many issues they face. The agenda and course titles are also posted on the UFA website. Besides the time you spend at our Education Seminar, we realize you invest considerable time throughout the year in order to educate yourself on issues of importance to your members. We'd like to thank you once again for all you do and the leadership role you take. It does make a difference!

11. Update Your Address, Email, Phone #s with the UFA
Members and Delegates wishing to receive important information or notifications from the UFA should insure that their residence addresses, email addresses, home and cell phone numbers on file with the UFA are updated and accurate. In order to do this, you must prepare and sign a 'SBF Change of Address Form' and mail to the UFA, Attn: SBF. Forms can be obtained from your Delegate, who can assist you, or you can call the UFA SBF at 212-683-4723, or visit the Forms Section of the UFA web site. Additionally, members wishing to receive e-mails from the UFA should add the UFA e-mail address, UFA@ufanyc.org, to their contacts. Members are reminded to also notify the Fire Department of your changes, especially your mailing address.

12. 4th Annual Kick Off To Summer Benefit: The Red & Blue Soiree
On Tuesday, May 24th from 6:30pm to 9:30pm New York Police and Fire Widows' and Children's Benefit Fund will be holding a night of outdoor cocktails and music under the stars to honor NYC's fallen first responders and raise funds for the families they left behind. The event is being held on the Bowery Hotel Rooftop located at 335 Bowery, New York, NY. There will be a silent auction and raffle table with amazing prizes. Tickets include a three-hour open bar. 13. Street Renaming Ceremony
On Saturday, June 4th at 11am, a Street Renaming Ceremony will be held honoring the memory of Captain John R. Graziano, L-78 who died on March 13, 2015. The ceremony will be held at the intersection of Getz Avenue and Katan Avenue in Staten Island, NY. All off-duty members and their families are invited to attend. Members are requested to attend in dress uniform.

14. Columbia Association Scholarship Dinner Dance
The Columbia Association FDNY will hold its 82nd Annual Scholarship Dinner Dance on Thursday, June 23rd at Russo's on the Bay, 162-45 Cross Bay Boulevard, Queens, NY. This year the Columbia Association will honor its scholarship winners along with 2016 Man of the Year, Chief of EMS James Booth. The President's Award will be presented to FF Lee Ielpi, R-2 (Ret.) September 11 Memorial and Museum Special Recognition Award to FF Ray Pfeifer, E-40 (Ret.) and the "A Team." Everyone is welcome to attend. Donation is $100 per person. 15. NY Mets FF Appreciation Night
The New York Mets invite you to join us in saying "Thank you" to all the Firefighters and Emergency Medical Service employees who risk their lives to keep our communities safe. Come show your support on Saturday, September 17th at 7:10pm as the Mets take on the Minnesota Twins, with your family and friends. Participating Fire and EMS groups of 15 or more will have the opportunity to: Have a representative from your stationhouse be honored on the field during a pre-game ceremony. Opportunity to submit stories of heroism by fellow colleagues. The most compelling story (as judged by the Mets) will result in a First Pitch opportunity for the candidate to throw out the Honorary First Pitch prior to the game. Chance to participate in one of our In-game Contest drops that run in between innings. First group to buy 100+ tickets will have opportunity to have their Honor Guard present the colors during the National Anthem. A portion of each ticket sold will be donated to the FDNY Foundation. This is the official not-for-profit organization of the FDNY which was established to promote Fire Safety in New York City and fund professional development, training, and education programs for members of the FDNY.
