Union Issues


1. MLC Healthcare Update
On Monday February 22nd, the MLC agreed to changes to increase co-pays for certain doctor/hospital/urgent care visits, this is due to the 2014 MLC Healthcare agreement that was made between NYC unions and the Office of Labor Relations. That agreement required both parties to work to an annual savings goal of 1.3 Billion dollars by 2018, the current changes to copays, creates additional savings that were needed to reach the 1 Billion dollar goal of fiscal 2017. The effective date of the changes is expected to be July 1, 2016, members will be sent detailed information from the Healthcare providers (i.e Emblemhealth).

2. Response Time White Paper
On Monday, March 29th, The UFA released a 20 page document, titled FDNY @150: Busier Than Ever. Using the Departments own statistics, it highlighted not only the increases in Total Runs, Emergencies & Medical calls, but also the real end to end response times. In addition to the press, this document was given to all 5 Borough presidents and shows the wide range of responses that affect their constituents. President Steve Cassidy will update the membership at today's meeting.

3. Disability Bill Update
The Tier 3/6 Disability Bill is currently in Albany awaiting a fiscal note and any technical changes by the City Actuary, once the fiscal note is assigned, the Bill will then be sent to City Council for a Home rule. We anticipate that in early April, the Bill sponsors (Senator Marty Golden & Assemblyman Peter Abbate); will introduce the Bill for passage in both houses, then on to Governor Cuomo for his signature. Once the final Bill is released with the fiscal note, it will be posted on the UFA website, available for all to see. This bill will cover Tier 3/6 NYC Firefighters and NYC Corrections officers, those Tier 3/6 current NYC Firefighters will have 120 days after the Bill is enacted into law to opt in to the 3/4 disability benefit. New hires after the bill is enacted will automatically be covered. UFA Vice President Jim Slevin updated the membership at the March meeting.

4. GOTV/Political Action 2016
On April 19th, along with the Presidential Primary, Special Elections will take place for the current open seats in both the NYS Assembly & Senate. The UFA has endorsed Republican Chris McGrath to for the NYS Senate 9th district, filling the seat formerly held by Dean Skelos. Turnout will be critical, and GOTV 65-2's will notify members of where to report. Queens Trustee Matt DesJardin will act as the point person for the election campaign. UFA Vice President Jim Slevin updated the membership at March's Meeting.

5. Labor Management Updates

Bronx CFR
Due to the termination of Transcare ambulances in the Bronx, the department has implemented 5 CFR RRV units that are being manned by 1 Officer & 2 Firefighters on Overtime, to respond to CFR medical runs, while the City and FDNY work on a permanent plan to cover the loss of Transcare.

BISP Pilot Program
On/about May 1st, the pilot program will expand again to include all companies in 12 battalions, that currently are in the program.

Counterterrorism Response Team
The Department has received over 600 volunteers, and expects to begin training 200 FF’s to become part of a Counterterrorism response team. The UFA will be meeting with the department to discuss the training and all aspects of the program.

6. Improper Practice Re: Marine Division Ranks & OT Policy
The UFA filed an Improper Practice Petition on behalf of ranks within the Marine Division alleging that the City and FDNY interfered with the rights of UFA members, and failed to negotiate with the UFA, in violation of various provisions of the New York City Collective Bargaining Law because the FDNY unilaterally changed its minimum staffing overtime policy PA/ID 5-74, by making the policy applicable to the civil service ranks of Pilot, Marine Engineer, and Wiper. Since the inception of this policy, the policy had only applied to Firefighters.

The UFA has learned that on a very significant number of occasions since this unilateral change to PA/ID 5-74 was implemented, the FDNY has utilized Wipers with a QMED certification, to work on the large Fireboats, out of title, in posts that would previously have been staffed with Assistant Marine Engineers, who had been redlined by the FDNY due to the unilateral addition of the Marine Engineer rank to PA/ID 5-74.

We are awaiting the City's Answer to this Petition, and a Trial Examiner from the NYC Office of Collective Bargaining has been assigned to this matter.

7. UFA 2016 Parking Placard
Reminder: Return Your Placard # List to UFA: Delegates must record placard number assignments and fax, the provided company member list to the Recording Secretary's office, ATTN: LeRoy McGinnis at 212-683-4359 ASAP, noting the placard permit #s given to each member, and company roster changes. Delegate must keep a copy for records.

8. 2016 UFA Delegate Seminar
Reminder: In accordance with the UFA Constitution, a seminar site was chosen by a majority vote of the Delegate body. The 2016 Delegate Education Seminar will be held May 10th through May 13th in Atlantic City at the Tropicana. The May 2016 Union Meeting WILL be held at the Tropicana. It is scheduled for Friday, May 13th. Information packets with details will be mailed shortly. NOTE: Lectures and classes addressing many important topics will be presented to help Delegates take care of their members' needs. All Delegates are required to attend this education seminar, in accordance with the UFA Constitution.

9. 2016 IAFF Fallen Fire Fighter Memorial
The 2016 IAFF Fallen Fire Fighter Memorial Service will be held Saturday, September 17, 2016. The mission of the IAFF Fallen Fire Fighter Memorial, which is located in the shadow of Pike's Peak, is to honor the sacrifice made by IAFF members who serve as professional fire fighters and emergency medical personnel who have given their lives in the line of duty. The IAFF will invite 2 family members to attend the ceremony in Colorado Springs. The family is responsible for their own travel & hotel arrangements (the IAFF website www.iaff.org has a section dedicated to this event).

The UFA will continue, as done in the past, with assisting the family members invited to the service. Any additional family members or fire fighters that would like to attend are permitted.

12. Update Your Address, Email, Phone #s with the UFA
Members and Delegates wishing to receive important information or notifications from the UFA should insure that their residence addresses, email addresses, home and cell phone numbers on file with the UFA are updated and accurate. In order to do this, you must prepare and sign a 'SBF Change of Address Form' and mail to the UFA, Attn: SBF. Forms can be obtained from your Delegate, who can assist you, or you can call the UFA SBF at 212-683-4723, or visit the Forms Section of the UFA web site. Additionally, members wishing to receive e-mails from the UFA should add the UFA e-mail address, UFA@ufanyc.org, to their contacts. Members are reminded to also notify the Fire Department of your changes, especially your mailing address.

Greek Independence Day Parade
Permission is granted to off-duty members of the Department to participate in the Annual Greek Independence Day Parade, scheduled for Sunday, April 10th. Assembly is at 11:30am on 51st Street and 1st Avenue, Manhattan. Dress uniform shall be worn. 14. 5th Annual Myrtle Beach Never Forgets Memorial Golf Outing
Registration is now open for the 4th annual 9/11 Memorial 5K Run/Walk and Community Day which will be held on Sunday, April 24th. The event begins at Pier 26 in Tribeca and takes participants through scenic Battery Park along the waterfront esplanade before finishing near the 9/11 Memorial Museum.
