Union Issues


1. UFA Contract Ratified
The Executive Board would like to thank the membership for participating and ratifying the 2010-17 CBA. UFA President Steve Cassidy updated the membership at January's meeting.

Retro Pay: As per OLR, salary increases and majority of retro salary & overtime will be on the February 12th paycheck. Staffing: On February 1st, the department will increase staffing to 5 on 5 engines, at this time the UFA has not be informed on the identities of the companies.

Who Voted: A copy of the "who voted" list was distributed to each delegate. Only members' ballots that were received prior to the deadline are marked as having voted.

2. Disability Bill
The UFA is moving forward with the disability bill, to protect all current Tier 3/6 and all future hires. We will keep the membership informed of all steps in the process, as we have been assured by City Hall and both the Assembly and Senate in Albany that our Bill will be approved and then signed into law by Governor Cuomo.

  • The "Draft" of the Bill will be posted on the UFA website in the near future.
  • Reminder, once the Governor signs the bill, all current Tier 3/6 members will have 120 days to opt-in. Members will only pay the additional 3% beginning on the date the bill goes into law. Additional information on this will be sent to all affected members.

3. Zadroga Bill Passes
The UFA Executive Board would like to thank the many Active and Retired Firefighters, along with the IAFF, UFOA and the entire NY delegation; including Congressman Peter King, Congressman Jerry Nadler, NY Rep. Dan Donovan, NY Rep. Carolyn Maloney, State Senators Chuck Schumer and Kristen Gillibrand, all of whom were instrumental in the passing of the Zadroga Act.

  • The Zadroga Bill extends the World Trade Center Health Program for 75 years at a cost of $3.5 billion and renews the Victims' Compensation Fund for five years and fully funds it at $4.6 billion.
  • On Saturday January 9th, New York City Mayor Bill de Blasio honored FF Ray Pfeifer, with a key to the City "for his work to help pass the Zadroga Bill.

4. Political Action 2016
Governor Cuomo State of the State Address
On Wednesday, January 13th, NY State Governor Andrew Cuomo gave the State of the State Address. UFA Vice President Jim Slevin updated the membership.

GOTV
The election cycle in 2016 will be very important to the UFA and the membership as many seats will be open. We will need all Active & Retired members to participate in the GOTV Campaign.

*In order to vote in a primary, members must be registered to a political party.

5. Temporary Change of Blood Collection for Annual Medical
Recently the department stopped collecting members' blood at Education Day. According to BHS, this is only temporary, as the department needed to hire new personnel.

6. IRS 1095 Forms To Be Mailed
All Active and Retired members will receive a 1095b form from the UFA/SBF, in addition to similar forms you will receive from your NYC health-plan, to be mailed over the next few weeks. This form reports your covered dependents to the IRS and is mandatory as part of the affordable care act (ACA). Members can file their income taxes before receiving the 1095 form, as long as you notify your Tax Preparer that both you and your dependents have healthcare coverage. The UFA continues to request updated information on your dependents (DOB & SS #); if you have not sent in this information, please call the SBF at 212-683-4723.

7. 2016 UFA Delegate Seminar
In accordance with the UFA Constitution, a seminar site was chosen by a majority vote of the Delegate body. The 2016 Delegate Education Seminar will be held May 10th through May 13th in Atlantic City at the Tropicana. The May 2016 Union Meeting WILL be held at the Tropicana. It is scheduled for Friday, May 13th. Any delegate who has recommendations for classes may contact LeRoy McGinnis, with all suggestions.

8. UFA 2016 Parking Placard
The 2016 UFA Parking placards are valid through February 1, 2018. Delegates should return their Company Roster by February 19th, with each member's placard permit # listed, to the UFA Recording Secretary's office at 212-683-4359 (or 212-683-0710 if busy), or by mail with the enclosed envelope, or hand in at the February Union Meeting. If a placard is lost or stolen, insure the member files a complaint report with the PD. This is required before the member will be issued a replacement. Any use by unauthorized persons can be traced back to the original person it was issued to for firehouse and/or law enforcement verification.

9. Uniform Maintenance Non-Taxability Affidavit
It is extremely important that each member file the form with their Officer. Per 11-10-11 memo from the Chief of Department, "failure to properly complete and file an affidavit may result in the issuance of a corrected W-2 form that includes the Uniform Cleaning Allowance as taxable earnings." Affidavits and instructions may also be obtained by accessing the Department's Intranet. Audits will be conducted to ensure that affidavits are being completed and filed. Each unit must maintain all original completed affidavits on file for members assigned to the unit. See your Officer if you have any questions regarding this issue.

10. Calendar Correction
Unfortunately the Pay-dates listed on the 2016 calendar for the months of September, October & November are incorrect. All members should adjust their calendars. The correct pay-dates are: 9/09, 9/23, 10/07, 10/21, 10/28, 11/04 & 11/18.

11. 10-51 Guideline Reminder
It is this Department's responsibility to optimize available inspection and outdoor activity time. Consideration must be given to extreme weather conditions that can have a negative impact on our members or their capability to respond to alarms.

    Weather Factors Requiring the Suspension of Outside Activities
  • Temperature
  • Wind Chill Index (WCI) 15 or less
  • Heat Index (HI) 105 or higher
  • Rain
  • Heavy rain coupled with high winds
  • Snow
  • Accumulations which have an impact on traffic, curbside parking, or the ability of Fire Department units to respond.

A: Light snow with little accumulation would not normally be a factor in canceling activities.

B: Lingering accumulations would have to be evaluated for impact.

  • Ice
  • Hazardous road conditions caused by icy roads.

12. Update Your Address, Email, Phone #s with the UFA
Members and Delegates wishing to receive important information or notifications from the UFA should insure that their residence addresses, email addresses, home and cell phone numbers on file with the UFA are updated and accurate. In order to do this, you must prepare and sign a 'SBF Change of Address Form' and mail to the UFA, Attn: SBF. Forms can be obtained from your Delegate, who can assist you, or you can call the UFA SBF at 212-683-4723, or visit the Forms Section of the UFA web site. Additionally, members wishing to receive e-mails from the UFA should add the UFA e-mail address, UFA@ufanyc.org, to their contacts.

13. Annual FDNY Ski Races
The 43rd Annual FDNY Firefighters Ski Races at Hunter Mountain will take place on Tuesday, March 8th. There will be a Deck Party along with trophies for each 1st, 2nd, 3rd place ski teams and snowboard teams. Proceeds will be donated to the NY Firefighters Burn Center Foundation. 14. Ice Hockey Tournament
The 2016 King of the Ice Tournament is scheduled to start on March 21st. This year will be held at a new location (Twin Rinks at Eisenhower Park) in East Meadow, Long Island. Preliminary games will be held in two rinks from March 21-25 and playoffs will be March 29-31 with final being held at end of day on March 31st. Applications can be found online at www.FDNYkingoftheice.com. Efforts will be made to accommodate all team entries, however, only the first 96 teams will be guaranteed entry. 15. Easter Eve Uprising Boxing Event
A night of Boxing featuring the Garda Siochana Boxing Club of the Irish National Police Service vs. FDNY Bravest Boxing Team. The event is being held on Saturday, March 26th at Webster Hall, located at 125 E 11th Street, New York, NY. Doors open at 6:30pm, the first bout begins at 7:30pm. 16. FDNY vs NYPD Hockey Game
The 43rd FDNY vs NYPD Annual Hockey Game will take place at Madison Square Garden on Saturday, April 9th at 7pm. Tickets are available through team members, MSG Box Office, and Ticketmaster.
