The 9/11 memorial on Albany Street was also closed due to the construction accident, authorities said.
The mishap occurred around 11:30 a.m., according to the FDNY, which is still on the scene. About 65 firefighters responded.
"A sudden gust of wind caused a steel load to impact a curtain wall panel on the south side of Tower 4. As a result, some pieces of glass fell onto Liberty Street," said John Gallagher of Tishman Construction. "Fortunately, the street was closed at the time, and the Liberty Street sidewalk is protected by a construction shed. We have suspended steel lifts pending an investigation, are inspecting the entire façade of the building, and are reviewing protocols for evaluating weather conditions."
A construction worker yesterday tripped and impaled himself with a piece of rebar, just one day after the building topped out at 72 stories to cheers and flag-raising. The worker was expected to survive.
On June 2, the 89-floor of the nearby 1 World Trade Center tower caught fire. No one was hurt in the blaze.
