TWO-IN/TWO-OUT SETTLEMENT VICTORY
On Friday, December 15, 2000, while the Office of Collective Bargaining was on the verge of ruling on the UFA and UFOA's Petition for Injunctive Relief regarding the Department's implementation of AUC-329, the Two-in/two-out Policy, a settlement was reached which addressed the UFA and UFOA's concerns and leaves unresolved issues for the New York State Department of Labor.

As a result of the settlement, the Department will continue to follow all 10- 14 procedures and will withdraw those portions of 2.1.2 (Sections I and 2) which require the officer to stretch and operate a hoseline. We will maintain the officer in his/her all important role of direct supervision.

All other issues regarding AUC-329, including the pairing of roofmen, will be submitted to the Department of Labor, which will determine whether the Department has complied with the law and regulations. The Department, UFA and UFOA will cooperate in the expedited submission of these issues to the Department of Labor.

BE SURE TO COLLECT PORTAL-TO-PORTAL PAY $ ON SELF MX'S
There have been some rumors filtering into certain divisions or battalions concerning the entitlement of UFA members to portal-to-portal detail differential when repaying self mutuals. Make no mistake about it, our contract is quite clear that you receive portal-to-portal pay for all self mutuals just like any other detailed tour. The ONLY exclusions (6) are listed on page 28 of the UFA contract. The draft of PAID 3/94R (dated 8/26/94), distributed in September 1994, included a clause stating that firefighters repaying self mutual tours would not be eligible for

portal-to-portal pay. After informing Chief Donald Bums and Labor Relations of this blatant violation of UFA contract and the need to revoke the policy ASAP, the Department agreed to correct their error forthwith. To their credit, a revised PAID 3/94R was issued on 10/ 18/94 (within two weeks of their error) with that exclusion clause removed. You might want to look back at 65-2 # 30 of 1994 where President Tom Von Essen states "it is your contractual right to [this] portal-to portal pay". I hope this clears up any confusion amongst administrators in the field or headquarters.

NYC FIRE MUSEUM OFFERS BRAND NEW SERIES
On Thursday, January 18, the Fire Museum will kick off an exciting new biweekly series, "Heat: An Evening With...", dedicated to fire professionals and anyone searching for an insiders view of firefighting and fire history. The January kickoff gala presents acclaimed firefighter, author and TV personality Dennis Smith (Report from Engine Company 82 and 4 other N.Y. Times best sellers). All events will be on Thursdays at 7:00 p.m. Complimentary food and drink, plus a chance at raffle prizes. Tickets are $5 for Museum members and $10 for non-members. The Blood Drive will take place at the Daniel O'Brian V.F.W. Hall, located at Glenieda Ave (Rt. 52), Carmel, N.Y. (Between Putnam Motors and The Drew Methodist Church), from 2:30 p.m. until 8:00 p.m. There will be food and refreshments. Because of the holidays, the blood supply is low and the demand is high.
