REMOVAL OF MEDICAL FACILITY FROM CFR-D RESPONSE MATRIX

Hospitals & qualified health facilities must be removed from cfr-d, but the legwork is up to you - here’s how;
My main question is “Why are we still being sent to the hospitals that were supposedly removed from the system three years ago?” The answer is simple. When the hospitals were entered into the programming for exemption status, only the main entrance street address was used. Multiple entrance addresses and all outbuildings were overlooked. To overcome this problem, we suggest that every company visit the hospital(s) and qualified medical facilities in their district and conduct an updated inspection, as recommended by the UFOA below. Any facility capable of providing an equal or higher level of care than a CFR-D unit is eligible for removal from the system. You must drive around the entire perimeter of the grounds or block, searching for every address that may possibly be used by the facility. All applicable street addresses must be submitted for the facility to avoid the present waste of fire apparatus resources.

The UFOA printed an excellent outline on this subject in their Pass Along Bulletin # 21, dated 12/2/99. It is reprinted below in italics for your review. Please make sure your officers read it also:

The Department is currently compiling the “removal requests” and expects that those facilities capable of being removed will be entered into the system after January 15, 2000. It appears that we can help ourselves dramatically at this point if all companies would update and inspect (on AFID) those medical facilities that they feel should be removed from CFR-D responses and keep an accurate file. As before, these facilities MUST have qualified personnel on the scene during it’s hours of operation along with the proper equipment (defibrillator, suction device, 02). It cannot be overemphasized that all of the above; personnel, equipment and hours of operation are important when forwarding removal requests. When the new system is in place, you will be required to submit CIDS cards in addition to the removal request. These two items will be examined at the Bureau of Operations and the company will receive a receipt from Operations indicating approval or disapproval. It was also suggested that a different color CIDS card be used and regular semi-annual or annual inspection be made of these facilities.

As a related side note, there are still many responses to hospitals that don’t include any address - just an intersection. It is impossible for the system to recognize these as removed sites. Any response such as this where the hospital or ER is stated in the comments section should be forwarded to Operations and the Union by way of an Unusual Incident Report. Communications must add this to a dispatch directive, to allow our dispatchers to cancel this type of fire response after it comes over via the 911 link. After the UFA sent a report on a recent incident to the attention of Operations, we received an uplifting reply from Chief Daniel Nigro. He wholeheartedly agrees that known facilities should be identified in CIDS for no CFR-D response. To assist us, he reissued Addendum 1 of Chapter 4 of the Communication Manual - which contains the removal form and outline. Chief Nigro strongly encourages the voluntary surveillance by companies of the facilities within their response neighborhood. We thank him for his help.

GIVING UFA CAR PLACARDS TO FRIENDS = TROUBLE
This is purely a word to the wise and a preliminary warning. What you perceive to be a friendly gesture may be viewed by a police officer as illegal. On February 21st (last year) a civilian displaying a new UFA vehicle identification placard on his dashboard was arrested for impersonating a firefighter. After questioning, the police officer ascertained that this person didn’t even have an “immediate family member” on the job and the handcuffs came out. Offering UFA car placards to friends is a BIG mistake, so when approached by non-firefighters you should simply explain the consequences of false representation. Besides, there are only so many placards printed (with your dues $). When disposing of a motor vehicle in any way, be sure to scrape off any FDNY, UFA or IAFF window decals.

BRAVEST FOOTBALL TEAM MEETING NOTICE
Tuesday, January 16, 2001 at 8 PM at the Knights of Columbus, 35-79 160th Street, Flushing (take Clearview Expressway to Northern Boulevard. West to 160th Street). This will be the first team meeting for the 2001 season. Anyone who is interested in playing during the upcoming season is expected to attend this meeting. Every effort should be made to be at this meeting. There are many important topics to be discussed including: player obligations, practices, fund raising, schedule for season. Anyone interested in playing who cannot attend the meeting must call Coach Sterling Alves at 718-399-0120 before the meeting.

2001 POLICE AND FIRE WORLD GAMES
This year’s event will be from June 8 through June16, 2001, in Indianapolis, Indiana. There will be a participants meeting on Friday, January 19th at 11 AM at the UFA office on the fourth floor. If you are a member of a team, only a representative of that team need attend. Team coach/managers are requested to submit team rosters, room requests and uniform sizes a soon as possible. As in the past, uniforms will be provided to all participants who have registered and have made transportation and hotel arrangements. Due to the cost involved, this rule will be adhered to. * Remember a $100.00 per room deposit - made out to “UFA Sports” is necessary to hold a room. First come, first served - once our reserved rooms are gone, you will be responsible to obtain housing. Individual participants are also requested to provide uniform sizes (golf shirt, sweat suit, shorts, t-shirt) as soon as possible. Time is short and there is still much to do. Please make an effort to avoid delays. All inquiries and correspondence should go to Ed Burke - UFA Sports Chairman.

FAMILY CIRCUS DAY - DEADLINE APPROACHING
Your company delegate has access to tickets for Firefighter Family Day, being held on March 25th at the Nassau Coliseum. NOW is the time to get your orders in and your seating finalized. The UFA has a deadline with Ringling Brothers and Barnum & Bailey Circus before this performance is closed out to preferential treatment. Lock in NOW with your commissary check before January 19th and have your company seated together. After that date, you will be asked to go to Ticketmaster and seating will be randomly assigned by the Coliseum without V.I.P. treatment. You may use the Fax Order Sheet (filled out completely) and send payments to the UFA office ASAP to avoid delays in the processing of your order.
